Charlotte Toulouse was a citizen in 1991 and since that time she has served on the Education Staff, as National Party Sponsor, and in the GS Office. Charlotte manages citizen elections at GS. In the real world she is a math teacher and mother to two wonderful sons. One of the things that Charlotte finds so special about GS is that her friends here can be apart for a long time, and when they see each other again, “it’s just like we saw each other yesterday.” Charlotte is also a member of the Leon Springs ALA Unit.

Donna Dillard previously served in the Girls State Gift Shop. She is a member of ALA Unit 594. Donna served as ALA Department of Texas President in 2017-2018. She and her husband, Paul, live in Lake Kiowa. They have two sons, a daughter in law and two grandsons. Donna and Paul enjoy playing golf and participating in Legion and Auxiliary functions.

Allie Watters was a citizen in 2006 and was elected National Party State Vice Chair. She has returned to serve as a JC, SC, Party Sponsor, and County Coordinator. She graduated from Texas State with a degree in Public Relations with a minor in French. She now does Marketing for Whataburger. She’s a member of the Girls State ALA Unit 449.

Sarah Scalia came to Girls State from Spring in 2010 and ran for Attorney General. Though she lost in the general election, Sarah was appointed Secretary of State by the Governor. Sarah says one of her proudest moments was memorizing every city in “I’ve Been Everywhere.” She graduated from Harvard in 2015 with a degree in biomedical engineering, and in 2019 with her MBA. Sarah has been a JC, CC, and SC, and is working on special assignments from the Director this session.
